Dear Director Dongallo-Chicano:
While Secretary Regina Paz L. Lopez has filed an appeal on the disapproval of my Temporary appointment as a Provincial Environment and Natural Resource Officer (PENRO) (and designated as OIC Undersecretary) citing numerous Supreme Court decisions, please be informed that I agree with the findings and disapproval of the CSC NCR and consider it effective April 7, 2017 and I consider it final as of that date.
True, while I may have been a trainer for over 300 hours in the past 5 years for the Centrist Democratic Political Institute, the civil service rule says I should have been the trainee and not the trainor. And, yes, I have full faith and trust in the judgement of Madam Mimi Marcelo of DENR’s Personnel department who is of course in the best position to make the determination as to who are most qualified among applicants for civil service positions. Yes, her insight concurred to by her boss, Rolly Castro are products of deep analysis and consideration for the welfare of DENR. We mistakenly assumed that based on Supreme Court jurisprudence it is the Head of Agency that makes that determination.
